Build the move around the French life you will use

France can mean a walkable city, a rural home, a coastal retirement or a family move linked to work. Those choices produce different budgets and administrative demands. Begin with the ordinary week: where you will buy food, see a doctor, take children to school and meet people. Test the transport and services from the actual address, rather than choosing a property first and hoping everything else fits around it.

Ask what remains important once the move stops feeling like a holiday. A larger home can mean more upkeep, a remote location can create longer journeys, and regular visits abroad can become a significant recurring commitment. List the features that matter to the household and compare a few realistic locations. The strongest plan leaves room to change your mind, especially before a long property commitment or a major investment decision.

Identify the correct long-stay visa and arrival step

For a new move, British and American nationals normally need the appropriate long-stay permission. A visitor route supported by resources, employer-led permission and an entrepreneur or independent-professional route address different circumstances. Qualifying EU rights are a separate basis. Use France-Visas and the responsible consulate’s process to describe the activity accurately, including a partner’s work and the position of accompanying family members.

After arrival, follow the document’s instructions. A VLS-TS requiring online validation and an instruction to apply for a residence card are different procedures, with different deadlines. Keep the approval, evidence of validation and later renewal requirements accessible. Long-stay permission is not a tax ruling or a healthcare registration. Prepare those strands together, but do not treat progress in one as proof that the others have been completed.

Treat overseas remote work as a specific assessment

France’s visitor category needs a careful explanation for someone continuing overseas work. A June 2026 ministerial response addresses telework for a foreign-law employer outside participation in the French labour market. It should not be described as a new digital-nomad visa or unlimited permission to freelance, serve local clients or enter French employment. Put the actual arrangement to the responsible authority rather than relying on a general internet label.

The immigration answer also does not settle payroll, Social Security or taxation. For example, a manager remaining employed by a company abroad should ask who is responsible for payroll compliance and whether the work changes the company’s own position. A retirement household that later resumes work should revisit those questions before the first payment. Keep the written description of the activity consistent across the residence, employer and financial files.

Establish French fiscal domicile before choosing transactions

French fiscal domicile is assessed through domestic rules and the applicable convention. The home, main professional activity and centre of economic interests can matter, so a simple count of fewer than183 days is not a complete answer. Map the dates, available homes, family arrangements and working pattern. Do this before timing a bonus, investment disposal, large pension withdrawal or sale of a business.

Prepare for the first French return while records are easy to obtain. Establish the numéro fiscal and the correct first-filing method rather than assuming a new arrival can immediately use every online service. Foreign-account and insurance-contract declarations may be required separately from the income calculation. A return can need information about an account even when no money was brought to France or no French tax is ultimately payable on a particular receipt.

Coordinate the UK departure assessment and the French arrival position instead of using the flight date as both answers. Under the UK–France convention, identify private pensions and government-service payments separately. Keep records supporting treaty treatment and any withholding claim, together with the income that remains connected to Britain.

Review assurance vie, offshore bonds and trusts by contract

Assurance vie is an insurance-based savings arrangement with its own income and beneficiary rules. The assessment of a withdrawal can depend on the contract’s age, premium history and other conditions. An existing offshore or onshore bond should be reviewed against the French rules that actually apply to it. A foreign contract is not automatically equivalent to a locally suitable assurance-vie arrangement merely because both are described as investment bonds.

Ask for an analysis before surrendering, adding premiums or replacing the policy. The review should consider any existing gain, exit charges, insurer arrangements, reporting and the investments available. Trusts also need specialist attention: French trust reporting is a distinct issue, not something resolved by calling a structure international. The useful starting point is the deed or contract and the identities of the people involved, rather than the product’s marketing name.

A retained ISA or general investment account needs a French view of its income and holdings. UK permission to keep an ISA does not extend the British exemption to France. Before changing a bond, compare the French treatment with any remaining UK consequences, especially where the move may be temporary.

Plan the pension and spending account together

Identify the exact pension arrangements before deciding how to fund retirement. A private pension, government-service pension, social-security payment and contract withdrawal can follow different rules. Preserve scheme statements, contribution and withdrawal records, and any evidence needed to establish the payment’s character. A planner should be able to explain why a particular treaty provision applies, rather than treating all money received after retirement as the same category.

Consider a couple funding normal spending from pensions but using investments for a home renovation. The withdrawals should be reviewed together, alongside the household’s other income and charges. Accessibility also matters: money committed to a long-term contract may not suit an uncertain property budget. A straightforward existing arrangement may remain appropriate, and a review can be valuable because it confirms what to keep as well as what deserves changing.

A UK pension’s tax-free label does not decide the French treatment of a proposed payment. Check the particular lump sum or income stream before withdrawal, and distinguish government-service provisions. Ask how the amount will be declared and what withholding process is appropriate.

Budget around PUMa, S1 or work-based entitlement

France has public healthcare. The sensible starting point is the household’s entitlement through work, lawful stable residence or an applicable cross-border route, not a blanket assumption that every new resident needs expensive international insurance indefinitely. Confirm the CPAM process and the date cover begins. Keep appropriate interim cover where necessary while the file or residence conditions are being established.

Public reimbursement, patient contributions and complementary insurance are different budget items. A mutuelle can cover some costs left after state reimbursement, but its suitability depends on the household and policy. Ask about prescriptions, ongoing care and each dependant’s registration. Once the file is established, identify a local doctor and consider declaring a médecin traitant. The practical value comes from knowing how to obtain care, not merely receiving a card.

If a qualifying UK pension or benefit gives access to an S1, confirm eligibility and register it with CPAM. Check any gap and remaining patient contributions. An S1 does not make the whole French healthcare system free of every personal cost.

Price the home, insurance and full year of spending

Create a recurring budget around the property and local routine. Ask about energy use, heating, cooling, maintenance and any charges associated with the home. An ordinary residential tenant needs the required rental-risk cover; that is separate from medical insurance and can be more relevant to the initial checklist than a generic premium lifestyle allowance. Review the lease category and retain the insurance certificate.

Add transport, groceries, activities, school arrangements and visits abroad. Separate deposits, furniture, moving and property purchase costs from normal monthly spending. Use GBP or USD for a comparison with the life you are leaving, while retaining bills in their actual currency. Essential, Comfortable and Premium should reflect choices you recognise. A public-healthcare household and a family paying for additional private services should not be given identical insurance assumptions.

Prepare banking, communications and family administration

Prepare identity, address and income evidence for the bank, and ask how the file is assessed before transferring significant money. Banque de France explains the basic account-opening documents, with additional checks possible. For mobile or broadband, inspect the provider’s own list. Orange, for example, asks for accepted identity and address evidence and an IBAN in the customer’s name from the European SEPA area. A new local bank is not the only point to clarify.

For children, request the intended school’s admissions, language-support and calendar information directly, then test the journey from the home. Keep civil-status records and each family member’s residence evidence organised. Choose clothing and transport around the region and season rather than a single image of French life. These small practical checks reduce the chance of making a long financial commitment to a place that is difficult for the household to use.

Bring the financial questions together before departure

Start with permission and work arrangements, then establish the tax-residence timeline and healthcare route. Collect pension records, investment costs, contracts, trust documents and a list of foreign accounts. Ask which providers can continue servicing you and which declarations will be required. Have succession documents and beneficiary clauses reviewed by the appropriate specialists, particularly where family, assets and residence cross borders.

Use the country comparison for the shortlist, the lifestyle budget for spending and the asset map to make the existing structure visible. Eligible readers can take those outputs to an International Wealth Planner and focus the meeting on decisions that could change the outcome. Pack Your Portfolio is an educational publisher and introduction service. The guide identifies questions; individual tax, legal, insurance and investment conclusions belong in a properly scoped professional review.

THE QUESTIONS WORTH ASKING

Planning your move to France.

Should I replace an existing offshore bond with assurance vie?

Not automatically. Ask how the actual contract is treated in France, what surrender would crystallise and whether the proposed alternative improves the result after costs and restrictions. Keep the original policy and premium records available before making a change. Include any continuing UK policy-gain consequences.

Does French public healthcare remove every insurance cost?

No. Confirm CPAM entitlement and its start date, then distinguish interim cover, patient contributions and optional complementary insurance. A permanent international medical policy is not the universal starting assumption, but a gap in cover should be resolved before cancelling an existing arrangement. Check eligible S1 registration where applicable.

Can a foreign employer’s telework arrangement use visitor status?

The June 2026 ministerial response addresses particular overseas-employer telework outside the French labour market. Confirm the actual arrangement with the authority. It is not a general digital-nomad scheme or permission for every form of freelance work, and it does not settle tax or Social Security. Include the employer and UK departure work pattern in the review.
