Foreign pensions and source-country tax
Monaco's personal-tax headline is only the local side of a retirement decision. Establish which country pays each pension and how the pension is classified there. Treaty access and withholding should be confirmed separately for private, state and government-service payments.
A residence plan also needs accommodations and evidence of sufficient resources. Those commitments affect how much pension and investment income is available for spending. Medical cover depends on entitlement, not simply on having a Monaco address.
Country facts to keep in view
- Foreign pension tax
- 0% Monaco personal taxFrench-national, source-country and US taxation require separate review.
- Healthcare
- Social cover if eligible; otherwise privateAffiliation is conditional. Foreign retirees should confirm entitlement rather than assume free public cover.
A situation worth reviewing
A retiree with UK pension income and US investments should map the source of each payment before taking a large withdrawal. The local tax position may differ from the source-country position, while US citizenship or status can add a continuing layer.
UK pension and account checks
HMRC confirms there is no UK–Monaco double-taxation agreement. Review UK residence, retained income and the particular pension under the applicable domestic rules rather than assuming a treaty exemption. Keep source documents and proposed withdrawal dates available before moving money or changing a provider’s withholding instructions.
US pension and reporting checks
Monaco has no comprehensive income-tax treaty listed by the IRS. American citizenship and account rules therefore need their own review. Keep 401(k), traditional IRA, Roth and brokerage assets distinct, and check US entity or PFIC treatment before using a Monaco company or non-US investment.
Build the retirement budget first
Separate regular pension payments from withdrawals of savings and sales of investments. Allow for healthcare, currency changes, travel and a surviving partner’s needs. Use the lifestyle budget as an editable starting point, then obtain actual housing and insurance quotes. A change of pension wrapper should have a documented benefit after costs, with access and future residence considered.

UK accounts
UK pension / SIPP! High priority
No UK-Monaco treaty means no assumed pension exemption
Moving to Monaco does not by itself remove UK pension tax.
Identify the payment and the UK non-resident position. The information-exchange agreement provides no replacement for pension relief under an income-tax treaty.
Worth exploring: Review withdrawals and residence before considering any pension transfer.
Ask a planner: What UK tax applies to my regular payments and lump sums?

US accounts
401(k)! Review / opportunity
US plan obligations continue after a Monaco move
No comprehensive US-Monaco income-tax treaty appears on the IRS list.
For US taxpayers, the move does not remove normal plan distribution rules. Non-US owners have different source and withholding questions.
Worth exploring: Keeping the existing plan may be simpler than introducing an overseas pension.
Ask a planner: What US tax and withholding apply to my planned distribution?

Traditional IRA! Review / opportunity
Monaco residence does not change the IRA’s US rules
Traditional IRA withdrawals still need their normal US assessment.
Confirm owner status, distributions and any minimum-distribution obligations. Monaco has no comprehensive US income-tax treaty supplying a separate pension exemption.
Worth exploring: Review withdrawal planning before any rollover.
Ask a planner: How do my withdrawals work after I establish genuine Monaco residence?

Roth IRA! Review / opportunity
Confirm qualified Roth treatment and personal residence
A qualified Roth payment can retain its US treatment, but a Monaco residence card is not evidence that every condition is met.
Check the account, payment and any French connections. No US-Monaco income-tax treaty supplies extra pension protection.
Worth exploring: A qualifying existing Roth may already be suitable without extra wrappers.
Ask a planner: Are both the Roth payment and my actual residence position clear?
