Returning rights and family permissions
A British citizen's ability to return does not automatically determine a non-British partner's or other family member's permission. Establish the rights and documentation of every person in the household before setting a moving date.
For people without an existing right to live in the UK, compare the relevant work or family route and its conditions. Residence, settlement and later nationality have different tests. Coordinate those steps with tax residence and access to healthcare, rather than assuming one decision settles all three.
Country facts to keep in view
- Residence routes
- Work / family visas; settlement routesMany qualifying work routes can lead to settlement after five years; entry permission and settlement conditions differ.
- Citizenship
- Usually 5 years + settled-status conditionsMost applicants must also have held settlement for twelve months. Spouse and other exceptions apply.
- Healthcare
- NHS subject to entitlementMany visa applicants pay an immigration health surcharge. Ordinary residence and exemptions matter.
- Property ownership
- Buying permitted; transaction taxes varyEngland/NI can impose an extra 2% non-resident SDLT surcharge. Scotland and Wales have their own property taxes.
NHS eligibility, housing and regional costs
The UK budget should reflect the part of the country and type of housing you would choose. Include rent or mortgage costs, council tax, energy, transport and any school fees. A London budget should not be treated as representative of every UK region.
Establish NHS entitlement and any immigration health surcharge before adding private insurance. Private cover can provide additional choice, but it is not a compulsory premium for every household with NHS access. Allow separately for the costs of moving, deposits and overlapping commitments abroad.

Adjust the lifestyle budgetConfirm healthcare access before relying on it
A British citizen genuinely returning to live in the UK should establish healthcare entitlement as a returning resident and keep supporting evidence. NHS access is not the same question as holding an old NHS number. Register with a GP and arrange continuity of prescriptions.
Many visa applicants must pay the immigration health surcharge, subject to exemptions. Private insurance does not automatically remove that obligation. For households with public entitlement, comprehensive private cover is a choice rather than an essential insurance cost to add indiscriminately.
Residence and citizenship are separate decisions
British citizens have right of abode, while Irish citizens have distinct residence rights. For other arrivals, a temporary visa, settlement and citizenship are separate stages. Do not assume that EU citizenship alone permits a new move to Britain, or that buying property creates a route to citizenship. Assess a non-British partner's and each child's status separately.
Before leaving or returning to the UK
Returning residents should recover their HMRC records and existing National Insurance number rather than apply for a replacement number. Prepare the Statutory Residence Test analysis and review any overseas pension, investment fund or life policy before major withdrawals. FIG eligibility depends on the specified residence history, not British nationality.
US connections continue to matter
For an American relocating to Britain, a visitor permission is not permission to establish a working life. Confirm an appropriate status, then coordinate US and UK filings. Review US retirement custodians' UK-resident policies, UK reporting status for overseas funds and possible US PFIC exposure before adopting a local investment portfolio.
BRING THESE QUESTIONS
Make the conversation useful.
- Which UK rights or visas apply to each member of our returning household?
- What recurring UK budget should we plan after confirming housing and NHS eligibility?
- Which commitments should I delay until permission and healthcare are confirmed?
