DESTINATION GUIDE

Moving to Turkey

Turkey offers several ways to build a life abroad, but residence, pension treatment and the newer foreign-income rules need separate checks. Look beyond a holiday budget before committing.

Choose permission for living here, not just visiting

Check entry conditions for the exact passport and purpose of travel. A tourism or commercial visit is not the same as permission to settle, work or study. For a longer stay, the Presidency of Migration Management lists residence categories with their own grounds and documentation. A retiree must identify an appropriate basis rather than assume that age or overseas income creates a dedicated retirement visa.

Short-term categories include grounds such as qualifying residential property and business connections. The application is assessed against the relevant conditions; it is not automatically granted because a home has been rented or bought. Confirm the current requirements, address eligibility and the position of each family member before signing a long-term contract. Keep the immigration route separate from any tax relief or future citizenship aspiration. Buying property should fit the household's needs even if the immigration outcome differs from the sales pitch.

British citizenship does not grant Turkish residence rights. Check both the visitor conditions and the longer-term route, including a partner or child who holds a different nationality.

Check local employment and digital-nomad conditions

For local employment, establish the applicable work-permit route with the employer and the Ministry of Labour. A residence card is not a general instruction to start any job. Business owners should confirm both the activity they can perform and the obligations of the company through which it is carried on.

Turkey's digital-nomad initiative has defined conditions, including a nationality list, an age range, education and overseas-work evidence. The official launch information includes British and US citizens, but eligibility should still be assessed against the complete criteria. The digital-nomad identification certificate is a preliminary step, followed by the relevant consular process. It should not be described as final residence approval or a tax exemption. Agree what work will be done, for whom and from which location before relying on a route advertised for remote workers.

For an owner of a UK company, include where management decisions and daily services will occur. Incorporation in Britain does not by itself settle the consequences of operating from Turkey.

Establish residence and identify the source of each income

Tax residence is a separate analysis from immigration permission. Turkish domestic rules consider residence and presence, with defined exceptions. Do not reduce the result to a property deed, a mailing address or a rule copied from a short-stay guide. Keep a travel calendar and explain the purpose and expected duration of the stay.

List salaries, business profits, pension income, rent, dividends, interest and planned capital transactions. For each, record the owner, source and expected payment date. A payment from an overseas bank does not by itself determine whether it was earned outside Turkey. Ask how services performed locally, a foreign company and retained property are treated. If two countries claim residence or tax the same item, examine the relevant treaty and relief mechanism. Keeping evidence before the move makes the first filing review more manageable.

Apply the UK's departure rules independently. Retained British homes, workdays and other ties can matter, while UK-source income may remain relevant after departure.

Review the newer foreign-income relief carefully

Turkey introduced a foreign-income exemption under repeated Article 20/D of its Income Tax Law, with implementation explained in General Communiqué 333. It can provide a twenty-year exemption for qualifying foreign earnings and income. The conditions include the preceding three-calendar-year residence and tax-history test, with specified exceptions. It is not a universal zero-tax regime for every expatriate or every receipt.

Before building a financial plan around it, obtain a current eligibility assessment and confirm the certificate process. Separate qualifying overseas income from Turkish-source activity. Ask what evidence is needed for your prior history and each category of income, and how a later change of circumstances would be handled. A useful written assessment should identify both the opportunity and the limits. Do not make an irreversible investment or business decision based only on the duration in the headline.

The relief does not itself remove a UK charge on income or gains that remain taxable there. Coordinate the local assessment with departure timing and retained British assets.

Distinguish social-security pensions from private retirement accounts

Turkish rules specifically address pensions paid by foreign social-security institutions. That category should not be extended automatically to a private pension, investment drawdown or insurance contract. The tax authority has explicitly distinguished foreign social-security payments from private retirement payments in its guidance. A separate assessment of newer relief may also be relevant for an eligible arrival.

Build the retirement plan around the actual scheme and payment. Regular pension income, a lump sum, an IRA withdrawal and a life-policy surrender should not share one assumed rate. The UK and US treaties contain pension and government-service provisions, but the reader's status and the exact article matter. Retain scheme documents and contribution records, and ask about provider access after relocation. Moving assets into a new international pension should follow a documented comparison of treatment, costs and flexibility.

Review the UK-Turkey treaty's pension and government-service articles before requesting a withholding change. A payment described as tax-free by a British provider may still need analysis in Turkey.

Compare existing investments with local options

Prepare a map of general investment accounts, tax wrappers, funds, insurance policies and company interests. Ask how the chosen arrangements are classified locally and what happens on income, withdrawal or disposal. The practical ability to retain the account and its investment options also matter. A familiar provider may change the services offered when the client becomes overseas resident.

Turkey's BES private-pension system is a local savings arrangement with its own access, fund and incentive rules. State-contribution eligibility is specifically linked to Turkish citizenship or Blue Card status; it should not be assumed for every foreign resident. Compare a proposal with keeping the current assets rather than selecting a local account simply because you have moved. Trusts, companies and unfamiliar international contracts need personal legal and tax review rather than an automatic recommendation from a website.

A UK ISA's domestic exemption is not a universal exemption. Review the underlying holdings and your plans for future UK residence before making disposals or changing wrappers.

Budget for a year-round household in the chosen location

Compare Istanbul, Antalya, another coastal city or an inland location using the home and daily life you would actually choose. A short-stay holiday budget leaves out many costs of a settled household. Ask what changes outside the main visitor season and whether the location supports the same services throughout the year.

Show housing, utilities, heating or cooling, groceries, transport, healthcare and leisure separately. A family may need school costs, a larger home and different transport arrangements; a couple may prioritise medical access and travel. Keep document costs, deposits, furnishings and the move itself outside the recurring total. Ask for current local quotations and update the assumptions when contracts renew. An attractive comparison in GBP or USD should not hide the underlying commitments or the effect of exchange rates and changing local prices.

Use GBP for comparison with your current lifestyle, while retaining the Turkish amounts behind the conversion. Test whether sterling income still funds the household under a less favourable exchange assumption.

Review housing quality and healthcare together

An initial rental can help you understand access to shops, transport, schools and medical facilities before buying. Obtain independent legal advice on a purchase and check the property's documents, permitted use and ongoing charges. Ask qualified local professionals about building condition and earthquake resilience. AFAD's preparedness guidance emphasises home safety and a household emergency plan.

For healthcare, establish the insurance or public entitlement applicable to your status. Residence applications commonly require evidence of valid cover, with specified alternatives and exceptions. A policy that meets an application requirement is not necessarily the policy that best serves your ongoing medical needs. Compare specialist access, chronic conditions, medication, deductibles and geographical limits. Keep medical records and arrange continuity of treatment. Private-cover estimates in a general tool should be replaced by a personal quotation before the move.

Do not assume a British pension creates an NHS-style healthcare entitlement in Turkey. Confirm the actual local cover and any gap during the transition.

Organise tax identification, banking and imported phones

The Revenue Administration provides a potential tax-number application for foreigners. A tax identifier, foreigner identity number and residence permission have different functions. Ask a bank which identity, address and source-of-funds records it accepts, and confirm how overseas income and tax status should be documented. Keep an alternative payment method until the account is working.

Imported mobile phones require a separate check. BTK's consumer guidance describes 120 days of unregistered use; the device-registration system also refers to a 365-day registration window. These are not the same as a promise of uninterrupted use for a year. Confirm current eligibility, the entry document, registration procedure and charge before deciding whether to bring a phone or buy locally. No historic fee is assumed here. Keep the number used for financial authentication available until replacement access has been tested.

Confirm access to British banking and investments from Turkey before switching numbers. Inform providers accurately about the new address and residence rather than leaving the change until a transaction is blocked.

Complete the arrival plan before changing your wealth structure

Prepare a realistic sequence for applications, appointments, the address record, healthcare, banking and the household move. Check when you may travel while an application is pending and what proves permission to return. Keep renewal dates visible and confirm the process before the current permission expires. Families should carry the civil, medical and education records relevant to their applications and settling-in needs.

For the financial review, bring citizenship and residence histories, an asset list, income categories and the transactions you are considering. Add wills, beneficiary nominations and emergency access arrangements. Focus first on decisions that could create a material tax or access problem; a complicated structure is not evidence of better planning. Pack Your Portfolio is an editorial publisher and introducer, not a regulated advisory firm. Its tools help identify questions for a suitably qualified planner who can assess the actual facts and coordinate specialist advice.

Include any planned UK property sale, pension withdrawal or continued company role in the timetable. Explain whether the move is permanent or whether a return to Britain is likely.

THE QUESTIONS WORTH ASKING

Planning your move to Turkey.

Does Turkey offer a blanket tax exemption for new expatriates?

No. The newer foreign-income relief has eligibility, source and administrative conditions. It must be assessed against the actual residence history and income. Turkish-source activity and obligations in another country require separate review. Confirm any retained UK taxing rights.

Are all foreign pensions exempt from Turkish tax?

Do not assume so. The rules for payments from foreign social-security institutions are distinct from the treatment of private retirement arrangements. Check the scheme, payment type, relevant treaty and any separately available relief. British private and government-service benefits need different checks.

Is a digital-nomad certificate enough to relocate?

It is a preliminary step in the published process, followed by the relevant consular application. Nationality, age, qualifications and overseas-work conditions must be checked. It should not be treated as final residence permission or tax approval. Check household members individually.

Can I use an imported phone for a full year without registration?

Do not rely on that. BTK describes 120 days of unregistered use, while the registration system also refers to a 365-day application window. Verify current eligibility and timing before depending on a foreign handset for local service. Keep British banking authentication working during the change.

Should I choose a local pension after moving?

Compare it with your existing arrangements first. BES has specific rules and state-contribution eligibility; residence alone does not establish every incentive. Foreign pensions and investment contracts can also have cross-border consequences. Review future UK residence and access needs.
