Foreign-income and tax-residence review
Turkey’s 2026 legislation introduced a conditional 20-year exemption for qualifying foreign-source income of certain new residents. The Revenue Administration publishes separate application guidance. Eligibility depends on the person’s residence and tax history, the source of each receipt and the required exemption process. Do not assume it applies simply because a payment arrives from an overseas account.
List salary, business receipts, investment income, property income and pension payments separately. Where a service is performed and how a receipt is legally classified can matter. The relief does not make every company managed from Turkey exempt, and Turkish-source income needs its own assessment. Obtain a documented eligibility review before comparing the regime with ordinary taxation.
Country facts to keep in view
- Personal income tax
- 15–40%; foreign-income relief may applyProgressive ordinary rates. A new qualifying-resident foreign-income exemption has separate eligibility conditions.
- Company tax
- 25% standard; 30% financial sectorSpecial reductions and minimum-tax rules can affect the burden.
- Dividend tax
- 15% domestic withholding; final tax variesDomestic dividends generally have a 50% exemption and filing thresholds. Foreign dividends and special reliefs differ.
A situation worth reviewing
A person moving with a foreign salary, rental income and investments should list each source separately. An exemption applying to one receipt does not establish the treatment of the others or remove the obligations of a company managed from Turkey.
For UK assets and UK connections
Keep the UK departure analysis separate from the Turkish residence permit. Establish which tax year and treaty provisions apply to retained UK income. Record the paying body and payment form for each pension, rather than applying one foreign-pension label to the whole portfolio. UK wrapper relief does not determine the Turkish treatment of an ISA or its underlying investments.
Before a pension withdrawal, company distribution or investment sale, compare the transaction date with your intended residence dates. Ask providers about overseas access and any withholding or residence-certificate paperwork. A lower Turkish rate or exemption does not itself establish the overall result after UK rules.
For US persons
Keep a US workstream alongside the Turkish review. American citizens and people with continuing US tax residence may still have worldwide-income obligations even where a receipt is locally exempt. Examine traditional retirement accounts, Roth accounts and Social Security separately, with the applicable treaty and saving-clause provisions in view.
BES, a non-US investment fund or a foreign company is not automatically equivalent to a familiar US arrangement. Classification, reporting, foreign tax credits and any PFIC exposure require individual analysis before subscribing or transferring assets. In particular, a Turkish exemption may leave less foreign tax available for a US credit; local relief is not a promise of a lower combined bill.
Before changing an arrangement
Compare the existing position with the proposed arrangement after fees, taxes and access restrictions. Keep a simple record of who owns each asset, where income arises and when it will be used. A lower headline rate is only useful if the account or regime qualifies and the structure remains appropriate when your plans change.

UK accounts
UK ISA! Review / opportunity
Review foreign-income eligibility before replacing the ISA
The UK ISA retains its own rules; Turkey separately classifies income and any qualifying exemption.
The 2026 regime can exempt qualifying foreign earnings for twenty years, subject to prior three-calendar-year residence and tax-liability conditions. It is not automatic for every expatriate or receipt.
Worth exploring: Compare retaining the ISA with any locally suitable alternative.
Ask a planner: Do my history and the actual returns qualify?

General investment account! Review / opportunity
Review each return against the foreign-income regime
Foreign dividends, interest and disposals should be classified rather than assigned one assumed tax rate.
The new relief is conditional on residence history and foreign source. Work carried out locally and local investments need separate treatment, even if paid through a UK account.
Worth exploring: Compare the existing portfolio with alternatives after both countries tax and fees.
Ask a planner: Which returns qualify and which remain taxable?

UK onshore bond! Review / opportunity
Local policy classification needs confirmation
UK onshore-bond tax treatment does not automatically establish Turkish treatment of policy proceeds.
Identify the insurer, contract and type of withdrawal. Assess any qualifying foreign-income relief and UK temporary non-residence exposure before assigning a result.
Worth exploring: Review keeping the policy and withdrawal timing before surrender.
Ask a planner: How would this withdrawal or surrender be classified?

Offshore investment bond! Review / opportunity
Check whether the policy creates an extra benefit
A foreign insurance policy requires a contract-specific local review, including eligibility for any foreign-income relief.
Relief on foreign income may already be available without a new insurance wrapper. Review existing fees, access and the consequences of a future UK return.
Worth exploring: Compare the current policy with holding suitable investments directly.
Ask a planner: Would a new wrapper improve the position after costs?

UK operating business! High priority
Personal foreign-income relief is not a company exemption
Managing or working for a UK business from Turkey can create local business and employment questions.
Distinguish company profits, director remuneration and dividends. The individual foreign-income regime does not automatically shelter the company or convert locally performed services into foreign income.
Worth exploring: Review operations and remuneration before adding an overseas company.
Ask a planner: Where are management decisions and services actually carried out?

US accounts
US brokerage account! Review / opportunity
Turkish relief does not remove US investment rules
A qualifying foreign-income regime may change local tax while US worldwide-income obligations continue.
Review securities, withholding and available credits. Foreign pooled funds can create PFIC issues for a US person even if the destination exempts the returns.
Worth exploring: Compare retaining suitable holdings with any proposed local investment.
Ask a planner: What remains taxable and reportable after local relief?

International structures & other assets
International trust! Review / opportunity
Trust terms need a personal review
Settlor, trustee, beneficiary and distribution details determine the review. Adding a relative on the map does not make them a legal beneficiary.
An offshore trust is not an assumed tax shelter. Review its deed, owner and beneficiary tax connections, reporting and succession. No tax or savings calculation is produced.
Worth exploring: Review the existing trust before settling more assets.
Ask a planner: Who owns, controls or benefits from the trust?

International pension / QNUPS! Review / opportunity
Confirm recognition of the actual overseas scheme
A foreign pension label or QNUPS status does not establish destination recognition or treaty relief.
Review provider documents, funding, access, contributions and the intended payments. The tool does not calculate tax or suggest a transfer for this account.
Worth exploring: Compare the current arrangement with retaining existing home-country pensions.
Ask a planner: Which provisions recognise the exact scheme and payment?

Overseas holding company! Review / opportunity
Company ownership and activity need personal review
Tax residence, entity classification, control and operating activity cannot be inferred from the company jurisdiction.
Review company documents, accounts and where decisions and services occur. A shareholder relationship on this map is not a conclusion about management, tax residence or protection. No automatic savings are shown.
Worth exploring: Review the existing entity before adding a holding structure.
Ask a planner: What purpose does the company serve and where does it operate?

Other / overseas asset! Review / opportunity
This account is recorded for your meeting
Foreign contracts and assets outside the supported UK and US accounts stay visible without an automated assessment.
The account value and income can be included in your map totals. Classification, local recognition and any proposed change require its documents and an individual review. No automatic tax or savings are calculated.
Worth exploring: Discuss the current account before treating another wrapper as equivalent.
Ask a planner: Which documents explain the asset, owner and payment terms?
