Foreign pension classification and BES review
Turkish guidance distinguishes foreign social-security pensions from payments by private pension companies. They should not be combined under a single claim that all foreign pensions are exempt. Identify the paying body, legal nature of the pension and the relevant treaty.
BES is a local individual pension system. Participation, access, investments and eligibility for any state contribution need separate confirmation, particularly for a foreign national. It should not be assumed to replace a UK or US pension or to preserve those pensions' tax treatment.
Country facts to keep in view
- Foreign pension tax
- 0% foreign social-security pensionsPrivate pension payments are outside that specific exemption; treaty and any new-resident relief require assessment.
- Healthcare
- Private cover; SGK may be availableForeign residents may join the universal system after one year, subject to conditions; no UK reciprocal agreement.
A situation worth reviewing
A retiree receiving a UK State Pension and a private pension should request separate treatment for each. If also considering BES, compare the arrangement's costs, currency exposure, access and actual eligibility for benefits before subscribing.
UK pension and account checks
Keep the UK departure analysis separate from the Turkish residence permit. Establish which tax year and treaty provisions apply to retained UK income. Record the paying body and payment form for each pension, rather than applying one foreign-pension label to the whole portfolio. UK wrapper relief does not determine the Turkish treatment of an ISA or its underlying investments.
Before a pension withdrawal, company distribution or investment sale, compare the transaction date with your intended residence dates. Ask providers about overseas access and any withholding or residence-certificate paperwork. A lower Turkish rate or exemption does not itself establish the overall result after UK rules.
US pension and reporting checks
Keep a US workstream alongside the Turkish review. American citizens and people with continuing US tax residence may still have worldwide-income obligations even where a receipt is locally exempt. Examine traditional retirement accounts, Roth accounts and Social Security separately, with the applicable treaty and saving-clause provisions in view.
BES, a non-US investment fund or a foreign company is not automatically equivalent to a familiar US arrangement. Classification, reporting, foreign tax credits and any PFIC exposure require individual analysis before subscribing or transferring assets. In particular, a Turkish exemption may leave less foreign tax available for a US credit; local relief is not a promise of a lower combined bill.
Build the retirement budget first
Separate regular pension payments from withdrawals of savings and sales of investments. Allow for healthcare, currency changes, travel and a surviving partner’s needs. Use the lifestyle budget as an editable starting point, then obtain actual housing and insurance quotes. A change of pension wrapper should have a documented benefit after costs, with access and future residence considered.

A private pension is not a foreign state pension
Turkey specifically exempts qualifying payments from foreign social-security institutions. This does not establish relief for every UK private pension.
Test any available foreign-income regime separately. The UK treaty pension article and government-service exception require the actual pension and payment to be identified.
Worth exploring: Classify the existing pension before considering any transfer.
Ask a planner: Is this social-security, private or government-service pension income?

401(k)! Review / opportunity
Treaty pension relief and US status both matter
The US-Turkey treaty addresses pensions, but its saving clause can preserve US taxation of citizens and residents.
Check plan qualification, owner status and payment form. Turkey foreign social-security relief does not automatically exempt a private employer plan; test the separate foreign-income regime where relevant.
Worth exploring: Review keeping the 401(k) with a coordinated withdrawal plan.
Ask a planner: What relief applies to this plan and this owner?

IRA classification should precede a pension rate
Review whether the particular IRA payment qualifies for treaty pension treatment and domestic relief.
Contribution basis and the US saving clause affect the combined result. A private IRA is not automatically a payment from a foreign social-security institution.
Worth exploring: Compare planned withdrawals with preserving the existing account.
Ask a planner: How would this IRA payment be treated in each country?

Roth IRA! Review / opportunity
A US tax-free Roth payment needs a local review
Qualified US Roth treatment does not establish a matching Turkish exemption.
Check the account and payment under the treaty and any conditional local relief. The treaty does not contain the express Roth-style protection found in the US-UK treaty.
Worth exploring: Preserve useful Roth treatment while confirming local classification.
Ask a planner: Which local provision would exempt this actual payment?
