DESTINATION GUIDE

Moving to Georgia

Georgia's local rules can be appealing, but US obligations and its older treaty framework need a separate review. Match the residence and work plan to your actual accounts and income.

Check your permission before building a long-term plan

Start with the exact citizenship and travel document each person will use. Entry conditions depend on nationality and other qualifying circumstances, and an ability to visit does not decide every question about working or long-term residence. Confirm the allowed stay through the Georgian authorities rather than assuming that a rule advertised for one passport applies to the entire household.

For a longer-term plan, Georgia offers defined residence categories, including work, investment and other qualifying grounds. The State Services Development Agency sets out documents and conditions for each category. Establish which route matches the actual activity and income, when an application must be made and what is needed after approval. A property purchase and a residence application should be reviewed together, but neither should be treated as a guarantee of approval or later citizenship.

A US passport can give a different entry starting point from another family member's passport. Confirm the whole household's permissions before relying on a shared arrival or renewal timetable.

Read the 2026 work rules and their exemptions together

Georgia's 2026 labour-migration changes make older relocation summaries unreliable. The current law contains scope exclusions as well as a right-to-work framework. Article 1(4)(k) excludes specified labour or services for a non-resident where they relate to that non-resident's activities outside Georgia. Valid investment-residence permit holders are another stated excluded category. Do not turn either the general framework or an exemption into a blanket rule for all remote workers.

Describe the work precisely: who the customer or employer is, where its activities occur, what you will do in Georgia and whether local customers are involved. Obtain confirmation of the applicable route or exemption before starting. The transition to January 2027 concerns a defined group already actively registered on 1 March 2026, rather than all new arrivals. Immigration, labour permission and tax classification should each be recorded separately.

Continuing to work for an American business does not settle the Georgian permission or source analysis. The exact activity matters, and US reporting remains a separate question.

Distinguish foreign income from work performed in Georgia

For resident individuals, the Tax Code exempts income, including gains, that is not Georgian-source. The source rules separately cover employment and services in Georgia. An overseas bank, foreign invoice or overseas client does not by itself establish foreign-source income.

Build an income map rather than treating all money received from abroad as one category. Separate pension payments, investment income, property rent, local employment and services you will perform after the move. Ask a local tax professional to document the source classification and any registration or filing needed. Keep evidence of contracts, work locations and the nature of payments. Also establish tax residence independently of immigration permission. A reliable planning assumption should explain both why a treatment applies and which change in activity would require it to be reviewed.

US citizens generally retain worldwide-income reporting. A Georgian exemption may therefore leave a US liability rather than produce an overall zero-tax result. Credits depend on actual qualifying foreign tax and the relevant rules.

Treat small-business status as a specific regime

Georgia's small-business status is for qualifying entrepreneur natural persons, with application, activity and income conditions. It is not a tax rate available to every company or employee. The Revenue Service describes a 1% rate for qualifying taxable income, with a higher rate above the applicable turnover threshold. Excluded activities and other conditions must be checked.

Start by deciding whether the real activity qualifies, rather than changing the description to fit the regime. An individual registration does not automatically replace a foreign operating company or remove obligations created by management and services. Ask how invoices, records, tax filings and any other relevant registrations will be handled. Compare the administrative commitment with the expected benefit and with the option of keeping the present arrangement. The most useful outcome can be a clear explanation of why the regime does not fit.

For a US person, local small-business approval does not remove US self-employment, income or reporting analysis. Ask how the chosen legal form interacts with the American rules before registration.

Examine pensions and investments without assuming a new wrapper

Inventory pensions by scheme and payment type. A foreign pension can need a source and treaty assessment distinct from a share sale, dividend or business payment. Establish whether it is a private arrangement, a state benefit or linked to government service. Retain contribution records and ask the provider about servicing a Georgian resident.

For a British-connected household, the UK-Georgia convention has separate pension and government-service articles. For an American household, the IRS identifies Georgia under the older US-USSR treaty framework. Do not import the modern UK-US treaty's Roth provisions into that older agreement. General investment accounts, insurance contracts, trusts and foreign pension proposals also need classification in the countries that remain relevant. A transfer or new international structure should have a documented purpose after costs, access restrictions and reporting are considered.

Non-US funds can create PFIC issues, while foreign trusts or retirement arrangements may require separate reporting analysis. Do not assume that a local exemption grants US tax deferral or recognises a Roth account.

Build a budget for Tbilisi, Batumi or the place you choose

Choose a real location and housing standard before comparing Georgia with your current home. Tbilisi, Batumi and smaller communities can support different daily routines. Compare a workable home, transport and medical access rather than the lowest advertised room or a holiday accommodations rate. If you intend to split the year between places, include the costs of maintaining that flexibility.

For a single person, couple or family, show housing, utilities, food, transport, medical provision and leisure separately. Add school requirements, workspace and international travel where relevant. Keep deposits, document costs and the move itself in a separate arrival reserve. The lifestyle tool provides an adjustable starting estimate, not a promise of a particular standard at a fixed price. Replace major assumptions with quotations for the selected neighborhood, season and household before relying on the total.

Compare in USD and keep the local expenses visible beneath the conversion. Do not treat a dollar-denominated comparison as a guarantee against changes in rent, utilities or other household prices.

Check the home and its everyday connections

An initial rental can give you time to test a neighborhood before buying. Ask about heating, cooling, damp, sound insulation, the internet connection and how maintenance is handled. A property that works for a short summer stay may not suit a year-round household. Confirm the full payment terms and the condition of the home before transferring a deposit.

For a purchase, use independent legal advice on title, ownership restrictions where relevant and the contract. Ask how the chosen property relates to any residence category instead of relying on a seller's description. Assess access to groceries, schools, healthcare and transport. Review current official regional and safety guidance before planning road trips or selecting a remote home. A location should be judged by the services and journeys you will use regularly, not only the view or the apparent price.

Review the complete journey to the parts of America you will visit, including connections and time zones. A route convenient for a holiday may feel different when used repeatedly.

Arrange medical cover for the entry and the resident household

From January 2026, tourists entering Georgia are subject to a health-and-accident insurance requirement, with specified exemptions. The official notice requires coverage for the full tourist stay and documentation available in Georgian or English. That entry requirement should not be confused with a complete long-term medical plan.

For the household, compare routine consultations, specialist access, medicines, emergency care and any need for treatment abroad. Ask which public entitlement or private policy applies to your actual status. Obtain personal quotations and review exclusions and deductibles rather than relying on a national premium estimate. Carry medical records and confirm rules for bringing medicines, particularly controlled products. The healthcare line in a budget should reflect a real arrangement and the level of care you need, not an assumption that every new arrival has the same access.

Do not assume a US policy or Medicare will cover routine resident life in Georgia. Check geographic limits and any need to maintain or change domestic coverage.

Organize banking, tax access, identity and communication

Ask a local bank for its documentation requirements before moving a substantial balance. Prepare identity, address, tax-residence and source-of-funds evidence. Compare the services you will actually use, including international transfers, currency conversion and access from abroad. The National Bank's payment-service comparison initiative can help frame those questions, but the selected bank's terms still matter.

Set up the Revenue Service access and registrations needed for your activities with local assistance where appropriate. Arrange a mobile contract or SIM using the operator's required identity documents and test the connection at home. Keep an overseas number active until financial and tax logins work with the replacement. Coordinate residence approval, any required card or address record, bank onboarding and household payments as separate tasks. Avoid making a long-term financial commitment dependent on an account that has not yet been opened.

Provide accurate US tax certification where requested and review foreign-account reporting. A new Georgian account can create reporting questions even if it earns little income.

Keep the move manageable and the review focused

Arrange family documents, schooling, medical continuity and travel permissions early enough that they do not become moving-day problems. Give each person an appropriate permission and document checklist. Keep a calendar for renewals, insurance and any required registrations, but do not assume that repeated visitor entries are a substitute for confirming the long-term legal plan.

For wealth planning, bring a simple asset map, income list, residence history and intended activities. Include wills, beneficiary nominations and the people who would need to manage finances in an emergency. A useful review identifies the few decisions that matter most, such as work classification, a pension payment or retained company, rather than adding a structure for its own sake. THE QUESTIONS WORTH ASKING

Planning your move to Georgia.

Can every remote worker work without a Georgian permit?

No blanket conclusion is appropriate. The current labour-migration law includes a defined exclusion for certain work connected with a non-resident's overseas activities, alongside other exclusions and requirements. Assess the actual role before relying on it. The employer's American address alone is insufficient.

Is all money paid from abroad exempt in Georgia?

No. The nature and legal source of the income matter. Work or services performed in Georgia require a source analysis even where the payer or bank is overseas. Record each income stream separately. US worldwide-income rules remain separately relevant.

Is the 1% regime available to my foreign company?

Small-business status is a specific regime for qualifying entrepreneur natural persons. It is not a rate automatically applied to a foreign company, its shareholder or every type of service. Check eligibility and exclusions before registration. US classification and obligations also need checking.

Does Georgia have a modern US pension treaty?

The IRS identifies the older US-USSR treaty as the relevant framework for Georgia. Do not assume it contains the pension protections or Roth recognition found in a different modern treaty. Review the actual account and payment. US domestic pension rules still matter.

Is tourist medical insurance enough for a long-term move?

The entry requirement and the medical needs of a resident household are different. Check your status, the full period of coverage, routine care, existing conditions and access to treatment. Obtain a suitable policy or confirm the entitlement you will use. Check the limits of any existing US cover.
