Retiring in Georgia: foreign pensions and source-of-income planning

Check genuine foreign-source retirement income separately from work performed in Georgia.

Georgia: international living and wealth planning

Foreign pensions and income-source review

Georgia's treatment of genuine foreign-source individual income can be relevant to retirees with overseas pensions and investments. Establish the source and classification of each payment rather than extending the rule to all money arriving from abroad.

Retirement residence and healthcare access need their own plan. Visa-free entry, a residence permit and tax residence are different positions. A retirement budget should include suitable medical cover and the practical ability to access specialist care.

Country facts to keep in view

Foreign pension tax
Generally 0% if genuinely foreign-sourceConfirm the source and account classification; source-country and US taxes can remain.
Healthcare
Private cover for foreign residentsUK guidance says British residents cannot register for the national healthcare system. Arrange suitable cover and check rules for your nationality and residence category.
Underlying country facts checked 2026-10-06. Headlines describe destination-side rules; personal eligibility and source-country tax need review.

A situation worth reviewing

A pensioner who also consults from Georgia may have different local treatment for the pension and the consultancy. Separate the two income streams before estimating the tax available for living expenses.

UK pension and account checks

Review the pension under Articles 17 and 18 of the UK-Georgia convention, distinguishing private retirement income from government-service benefits. A local foreign-source exemption does not itself authorise a provider to stop withholding. Confirm the applicable classification, residence evidence and procedure before changing payments.

US pension and reporting checks

The IRS identifies Georgia under the continuing US-USSR treaty framework. Do not assume that a Roth IRA receives the protection found in a different, modern pension treaty. US citizens generally continue worldwide-income reporting. Retained retirement accounts and any proposed foreign pension require their own review rather than a blanket local-tax assumption.

Build the retirement budget first

Compare a year-round home in the chosen location with access to routine and specialist care. Tourist health-and-accident insurance rules in force from January 2026 are an entry consideration, not a complete retirement-care plan. Budget separately for local medical access, travel, currency changes and a surviving partner's needs. A new pension wrapper should have a documented benefit after costs.

Check pension source and treaty category

Foreign-source relief can be relevant, but UK pension treaty treatment depends on the actual payment.

The UK-Georgia treaty has distinct pension and government-service provisions. Confirm scheme status, lump-sum treatment and withholding rather than applying a blanket exemption.

Worth exploring: Review existing pension drawdown before proposing an overseas scheme.

Ask a planner: Which treaty article covers my pension payment?

Policy gains need their own source review

Do not transfer the UK policy tax calculation directly into Georgian treatment.

Check surrender or withdrawal classification and any continuing UK chargeable-event exposure. A future UK return can matter under temporary non-residence rules.

Worth exploring: Review timing and the existing contract before replacement.

Ask a planner: What happens if I surrender now or after returning to the UK?

US accounts

401(k)! Review / opportunity

The legacy US treaty is not a modern pension shelter

The IRS lists Georgia under the 1973 USSR treaty. A US 401(k) needs its own distribution and withholding review.

Confirm Georgian source treatment independently. Do not infer a current bilateral pension exemption from the fact that a treaty is listed.

Worth exploring: Review income from the retained 401(k) before transferring it.

Ask a planner: What US tax and withholding remain on this plan?

An IRA needs separate US and Georgian checks

Foreign-source classification locally does not establish a US IRA exemption.

Review basis, owner status and required distributions under US rules. The limited legacy treaty should not be treated as a modern IRA agreement.

Worth exploring: Coordinate IRA withdrawal timing with the rest of the portfolio.

Ask a planner: What is the combined result for my intended IRA payments?

Roth IRA! Review / opportunity

Do not infer Roth recognition from the legacy treaty

US qualified Roth treatment and Georgian source classification are separate.

The 1973 treaty predates Roth IRAs and does not establish modern Roth protection by name. Verify the actual receipt and current local rules rather than promise an automatic exemption.

Worth exploring: Preserve suitable Roth holdings while checking the intended payment.

Ask a planner: How would my exact Roth withdrawal be classified?

International trust! Review / opportunity

Trust terms need a personal review

Settlor, trustee, beneficiary and distribution details determine the review. Adding a relative on the map does not make them a legal beneficiary.

An offshore trust is not an assumed tax shelter. Review its deed, owner and beneficiary tax connections, reporting and succession. No tax or savings calculation is produced.

Worth exploring: Review the existing trust before settling more assets.

Ask a planner: Who owns, controls or benefits from the trust?

Tax residence, entity classification, control and operating activity cannot be inferred from the company jurisdiction.
