Choose a residence route that fits your real income
Panama's Jubilado Pensionado route is a permanent-residence category for applicants with qualifying lifetime pension income. Official requirements distinguish a pension from simply having substantial savings. Before treating yourself as eligible, establish whether the payment is lifelong, who pays it and which documents demonstrate that entitlement. Dependants and private pension arrangements require their own supporting evidence.
A portfolio from which you intend to withdraw money is not automatically equivalent to a qualifying lifetime pension. Ask a licensed immigration professional to assess the actual payment and current requirements before arranging translations, legalisation and medical documents. Other residence categories may suit investors, employees or families, but they should be compared on their own merits. Buying a home or obtaining a residence card is not the same as acquiring citizenship, work permission or a personal tax exemption.
Social Security or another pension should be assessed using the actual award and payment documentation. A large IRA balance by itself does not prove a qualifying lifetime pension for an application.

Separate remote work from local employment
The short-stay remote-worker visa is designed for qualifying work whose effects are abroad and income from a foreign source. Official guidance describes an initial period of up to nine months, extendable once for the same period. It is a time-limited option, not an indefinite residence solution. The requirements include evidence of work or self-employment and medical insurance.
Local employment is a different question. Establish whether the proposed role needs a labour permit and whether its category is available for your occupation and circumstances. A residence category should not be read as unrestricted permission to take local work. Business owners should also review the location of activities and management, not just where a company was incorporated. Before moving a working household, agree which tasks will be performed from Panama and obtain advice about both immigration permission and any business obligations created there.
The remote-worker category does not remove US reporting for a US citizen. Evaluate the immigration conditions separately from any US relief that might apply to qualifying earned income.

Understand territorial taxation before calling income tax-free
Panama's system distinguishes local-source income from foreign-source income. The tax authority's individual return instructions expressly separate foreign-source amounts when calculating taxable income. This does not mean that every payment from an overseas bank or foreign company is foreign-source. The legal source and nature of the underlying activity matter.
Prepare a schedule separating pension income, dividends, interest, rent, business profits and services you will personally perform. Ask where each item is sourced under the applicable rules and whether any local filing or registration is needed. Immigration residence and a tax-residence certificate serve different purposes. If a treaty claim is contemplated, the residence and evidence requirements must be checked independently. A useful plan records the reason for each classification and what would change if you begin local work or spend substantial time elsewhere.
US citizens generally continue to report worldwide income. Panama is not listed as a comprehensive US income-tax treaty partner by the IRS. Do not apply another country's pension treaty exemptions to a move here.

Check pension taxation on both sides
A retirement residence category and the tax treatment of a pension are separate assessments. Identify each payment's source, whether it arises from private or government service, its form and the recipient's tax status. Do not assume that Pensionado approval makes every pension tax-free worldwide.
For a UK pension, the UK-Panama convention is particularly important: Article 17 permits taxation in the source country as well as addressing residence-country taxation. A simple expectation of automatic gross payment from Britain can therefore be wrong. Government-service benefits have a separate article. Keep award letters, pension statements and withholding records available. Before a large withdrawal, ask what the final liability and any relief would be in each relevant country. Moving a pension into a new international structure should require a specific, documented reason.
Retained 401(k)s and IRAs remain subject to their US rules. A qualified Roth distribution and a traditional IRA withdrawal are different payments; living in Panama does not make them interchangeable.

EXPERT INTERNATIONAL WEALTH PLANNING
Make your Panama plans personal.
Speak with an International Wealth Planner about your pensions, investments and financial structure before moving to Panama, or review the arrangements you already have abroad.
US$1.5m+ investable wealth or US$50k+ monthly income.
Tell us your plans. Check your fit. Request a consultation.Review investments and foundations as distinct decisions
For investments, map the owner, account country and underlying income before changing anything. A tax wrapper recognised in one country does not establish its treatment elsewhere. Keep access to acquisition records and ask whether the current custodian will serve a Panama resident. There may be a practical reason to retain an account even when its tax treatment changes.
Panamanian private-interest foundations can be relevant to ownership and succession discussions. Their governing law provides for dedicated assets, foundation documents and a council, with limits on ordinary profit-seeking activity. A foundation is not a generic substitute for an investment account or a promise of personal tax exemption. Governance, control, beneficiaries and treatment in every connected country require legal and tax review. The same applies to a trust or company proposed simply because you are relocating.
A Panama foundation can raise US entity or trust-classification questions. Non-US funds may also create PFIC issues. Do not establish a structure before its US tax and information-reporting position is understood.

Compare places and cost drivers, not a single national average
Decide whether the proposed lifestyle is centerd on Panama City, a highland community or a coastal area. Compare the actual home, access to medical care, transport and travel pattern you would choose. A low quoted rent is less useful if it requires an additional vehicle or frequent trips for services. Test a location during the conditions in which you expect to live there.
Create separate budgets for a single person, a couple or a family, using the household's actual needs. Housing, electricity and cooling, groceries, transport, medical cover, leisure and international travel should be visible. Families may need to compare school provision and the daily journey. Keep visa administration, professional fees, deposits and the move itself in a separate arrival reserve. Published averages are a starting reference, not a quotation or an assurance that your preferred area has the same costs.
Use USD for the household comparison, but do not assume that familiar currency presentation means familiar prices, insurance terms or bank services. Obtain local quotations for the largest commitments.
Inspect housing, infrastructure and neighborhood practicality
Consider an initial rental before buying, particularly if your choice has been based on a short holiday. Visit the neighborhood at different times, test the journey to essential services and ask about internet reliability and power arrangements. A property purchase should fit the lifestyle plan rather than be used to rush an immigration decision.
Obtain independent legal advice on title, permitted use, the contract and any building or community obligations. For an apartment, review the charges and management arrangements as carefully as the living space. Ask how maintenance, water ingress and repairs are handled. Safety is location-specific: follow current official advice on regional risks and local conditions rather than a blanket claim that the country is either safe or unsafe. Keep emergency contacts and dependable transport options available during the first weeks.
Check whether current property, travel or medical policies continue after relocation. Retain US access where needed, but arrange services around a resident household in Panama.

Build a medical plan around access and eligibility
Do not assume that immigration residence automatically gives your household the public healthcare access or private treatment you want. Ask what registration, contributions or insurance are applicable to your status. Compare the nearest routine care, specialists and emergency facilities for the actual location under consideration.
For private insurance, obtain a quotation based on age, existing conditions, geographical cover and the level of deductible you can afford. Check whether routine consultations, medication and treatment outside Panama are included. Distinguish a low premium from a useful policy. Carry a medical history and prescription list, and confirm how ongoing treatment can be continued. The remote-worker route has a medical-insurance requirement; other households should still resolve their own arrangements before arriving. Our budget allowance cannot predict a personalized medical premium.
Medicare and domestic US policies should not be assumed to cover routine life in Panama. Ask the provider about the exact overseas limits and the consequences of retaining or changing cover.

Prepare banking evidence, tax identification and mobile access
Account opening involves more than arriving with a passport. Panama's banking regulator's 2026 due-diligence framework requires banks to understand matters such as identity, domicile, economic activity and the origin of funds. Ask the chosen institution for its actual documentation list and confirm how it handles applicants with your residence and tax status.
Keep statements, pension evidence and records supporting significant transfers. Ask the tax authority or your local advisor whether you need a RUC registration or a foreign-person tax number for your activities. That identifier does not grant immigration or work permission. Prepaid mobile users are subject to identity registration, so arrange the service through an authorized provider with the required documents. Before cancelling an old number, test access to banking, investment and tax accounts. Maintain a second workable payment method during the transition.
Expect questions about US tax status and supply accurate certification. A foreign account may need US reporting even when the account's income is not taxed in Panama.

Coordinate family, travel and wealth decisions
Build the move in stages: confirm the residence route, assemble documents, assess tax residence and income, arrange healthcare, then establish housing and banking. For family members, check separate permissions, school records and any travel consents. Confirm re-entry documentation before traveling while an application is in progress. A residence application and a permission to leave and return are not necessarily the same document.
Include wills, powers of attorney, pension beneficiaries and access to emergency funds in the wealth review. Ask how retained assets and family in other countries affect succession and administration. An international structure should solve a defined problem, not simply make the map look sophisticated. Pack Your Portfolio is an editorial publisher and introducer, not a regulated planner. Our tools help organize the questions; a suitably qualified planner can assess the household's circumstances and coordinate the relevant local legal and tax expertise.
Bring citizenship and green-card details, US retirement accounts and foreign reporting history. The absence of a comprehensive US-Panama income-tax treaty makes precise domestic-law analysis especially important.

THE QUESTIONS WORTH ASKING
Planning your move to Panama.
Does Pensionado residence mean all my income is tax-free?
No. Pensionado is an immigration category. Local tax depends on the income's source and nature, while UK or US tax can remain relevant. Assess the pension, any employment and other investments separately. US citizenship generally maintains worldwide-income reporting.
Can investment drawdown qualify as a lifetime pension?
Do not assume so. The official Pensionado requirements focus on a pension granted for life and the supporting evidence. Ask an immigration professional to assess your actual arrangement before relying on the route. An IRA valuation alone does not establish a lifelong pension award.
Can a remote-worker visa become my permanent retirement plan?
The remote-worker route is time-limited and has work, foreign-income and insurance conditions. It should not be treated as indefinite residence or unrestricted permission to take local employment. Consider the longer-term route separately. Assess continuing US obligations independently of the visa.
Should I set up a Panama foundation?
A foundation is a legal and governance arrangement that requires country-specific advice. It is not a standard recommendation for every expatriate and does not create a universal tax exemption. Its purpose, control and beneficiaries need review. Obtain US entity and trust-classification advice first.
What should I bring to a wealth-planning review?
Prepare citizenship and residence details, pension awards, an account list, income sources, intended location and planned major transactions. Add the household budget and healthcare requirements so that the discussion addresses the move as a whole. Include US filing and foreign-account reporting details.
