Pensionado route and foreign pensions
Panama's Pensionado route requires evidence of a qualifying lifetime pension and the other prescribed documents. An investment account that can be drawn down is not automatically equivalent to a qualifying pension. Check what the immigration authority will accept before making a commitment.
Foreign-source pension treatment and tax in the paying country are separate from immigration approval. Map regular payments, state benefits and investment withdrawals individually. Include healthcare and continued access to the accounts in the retirement plan.
Country facts to keep in view
- Foreign pension tax
- Generally 0% on foreign-source pensionsForeign-source classification and source-country or US tax remain relevant.
- Healthcare
- Confirm local entitlement; consider private coverCheck insurance, facilities and medical access for your residence situation.
A situation worth reviewing
A retiree with an investment portfolio and a smaller pension should confirm the pension's immigration eligibility first. The fact that total assets comfortably fund retirement does not establish that the Pensionado documentation condition is met.
UK pension and account checks
Article 17 of the UK-Panama convention allows the source country to tax a pension arising there. Pensionado approval and Panama's treatment of foreign-source income therefore do not automatically remove UK tax from a British pension. Check the exact payment and the separate government-service provisions before seeking a withholding change.
US pension and reporting checks
Panama is not a comprehensive US income-tax treaty partner on the IRS list. US citizens generally continue worldwide-income reporting, and a move does not remove IRA or 401(k) distribution rules. A qualified Roth distribution remains a different payment from a traditional IRA withdrawal. Keep US retirement records and check the custodian's service policy for Panama residents.
Build the retirement budget first
Separate regular pension payments from withdrawals of savings and sales of investments. Allow for healthcare, currency changes, travel and a surviving partner’s needs. Use the lifestyle budget as an editable starting point, then obtain actual housing and insurance quotes. A change of pension wrapper should have a documented benefit after costs, with access and future residence considered.

UK accounts
UK pension / SIPP! Review / opportunity
The UK can retain tax rights on a pension
The UK-Panama treaty pension article expressly permits taxation in the country where the pension arises.
Do not infer a UK exemption from Panama residence or a Pensionado visa. Review the scheme, payment form, UK withholding and Panamanian foreign-source classification.
Worth exploring: Model retained UK pension income before considering a transfer.
Ask a planner: What UK tax would remain on my planned pension income?

US accounts
401(k)! Review / opportunity
Panama residence does not remove US pension tax
There is no comprehensive US-Panama income-tax treaty listed by the IRS.
Review US distribution tax, basis, age rules and any nonresident withholding. Panama foreign-source classification is separate; immigration status alone does not decide either result.
Worth exploring: Plan withdrawals from the existing account before considering overseas transfers.
Ask a planner: What US tax remains on 401(k) payments?

Traditional IRA! Review / opportunity
Traditional IRA withdrawals need a US calculation
An IRA withdrawal retains its US tax questions after moving to Panama.
Establish owner status, contribution basis and required distributions. No listed comprehensive treaty should be assumed to remove US withholding, while Panama evaluates source separately.
Worth exploring: Coordinate IRA withdrawals with other retirement income.
Ask a planner: What net IRA income would actually be available?

Roth IRA! Review / opportunity
Verify the Roth payment in each system
A qualified Roth distribution can be exempt in the US, while Panama applies its own source classification.
There is no listed comprehensive treaty granting a special Roth exemption in Panama. Retain contribution and withdrawal records rather than treating the account name as a universal exemption.
Worth exploring: Preserve qualified Roth treatment where the account remains suitable.
Ask a planner: Does the planned payment qualify under US rules and local classification?
